Future Moscow is a long-range facilities plan — evaluating how the district's buildings, programs, and assets can best serve students, staff, and the community for decades to come.
Future Moscow expands what students can pursue before graduation. The plan creates or enhances dedicated spaces for healthcare, agricultural sciences, construction technology, business and leadership, digital media and design, culinary arts, performing arts, and university preparation tracks.
Programs like Future MMPACT — a regional healthcare education center — go beyond what any single school could sustain alone, drawing students from across Latah County and opening doors to certifications, apprenticeships, and dual credit that weren't previously accessible.
The proposed plan uses buildings the district already owns. Rather than purchasing land or constructing a new high school, it relocates four programs into the space best suited to each. Every move enables the next.
Each building is sized with capacity beyond current enrollment, allowing programs to expand as student needs and course offerings change over time.
The Future High School campus includes a new performing arts center with 900 seats — serving drama, band, choir, orchestra, community events, and educational presentations. Expanded practice fields mean more students can participate in more activities, and scheduling conflicts that currently force compromises between programs will ease.
School facilities are long-term investments. Districts that maintain strong facilities do so by adding to and improving their buildings on an ongoing basis rather than deferring that work until a single large project becomes unavoidable. Moscow School District has not undertaken significant new construction in many years.
The proposed plan continues a long history of investment in this community. In 2030, Moscow schools mark 150 years since the John Russell School opened in 1880 on North Adams Street — the first school built in Moscow, on a site the district still owns and which would house both the District Office and Paradise Creek Regional High School under this plan. Additions to the existing middle school building, along with renovation of Russell, extend that history forward.
The plan is sequenced so each project enables the next, and it is built to accommodate enrollment that grows modestly or holds steady.
Every building Moscow School District owns is more than 50 years old.
A large share of the proposed plan is directed at the buildings the district already owns rather than at new construction. The Lena Whitmore HVAC system would be replaced. Russell would be restored and returned to active use. The existing middle school building would receive a complete renovation — HVAC, roof, exterior, doors, windows, and flooring — alongside the additions that convert it to a high school campus.
Deferred maintenance costs increase as systems continue to age. Completing this work as a single project avoids the repeated mobilization costs of phased repairs.

The estimated average annual cost to the taxpayer on the proposed levy is a tax of $280 per $100,000 of taxable assessed value, per year, based on current conditions.
The proposed levy would be assessed for 7 years.
