Estimated Cost: $3 MillionLena Whitmore Elementary requires a systems upgrade. The primary scope is a complete HVAC replacement — installing the same modern heat pump and natural gas system that has already proven successful at A.B. McDonald Elementary. Better air quality, lower energy costs, and a more comfortable building for students and staff. The estimated cost is $3 million, funded from the proposed Plant Facility Levy.
This isn't a new idea for MSD281 — it's a proven one. The same heat pump / natural gas approach was already installed at A.B. McDonald Elementary, where it has demonstrated real improvements in indoor air quality and a measurable reduction in energy costs.
Bringing Lena Whitmore up to the same standard means staff and students get the same health and comfort benefits already seen at A.B. McDonald, and the district gets a second building running on a lower, more predictable energy bill.

The estimated average annual cost to the taxpayer on the proposed levy is a tax of $280 per $100,000 of taxable assessed value, per year, based on current conditions.
The proposed levy would be assessed for 7 years.
