The Full Timeline

Future Moscow unfolds in two phases — each funded by its own Plant Facility Levy. Phase 1 delivers the high school conversion, new elementary, Russell remodel, and campus upgrades. Phase 2 builds the new middle school at Oylear Field once Phase 1 obligations retire.

Future Projects — Phase 2 Not part of this measure

Two projects remain in the district’s long-range facilities plan — a new middle school at district-owned Oylear Field, and a new South Elementary School to replace West Park. Neither is funded by the November 2026 measure, and each would require its own separate voter approval in a future election. No timeline can be given for projects that have not been funded. The estimated average annual cost to the taxpayer on the proposed levy is a tax of $280 per $100,000 of taxable assessed value, per year, based on current conditions.

The proposed levy would be assessed for 7 years.
